I was searching Google for free giveaways and came by a site called "Steam Unlock"
There's no mention anywhere on the webs if this is legitimate or not and I'm not sure how it could be and Steam would be able to stay in business....looked like even the latest Borderlands was available for free.

Is this a temporary 'grab what you can' X-mas promo or are Valve and the NSA human experimenting with Honor Systems?

I was going to look buy my anti-virus blocked the site, so I'm not touching it. :-)

Since the McAfee logo doesn't link back to McAfee, it's pretty much sure that it's 100% fraud. Probably installs a keylogger or a downloader. Not that McAfee is the indicator of safe web sites, but if you're announcing security and it's not secure, well.

I was hoping to see people bashing a poor film, as it is it just sounds like a dodgy site.

If I were you, I would be concerned about anything relating to Steam that is not a key from a reputable source. Steam have been know to come down on people if they even think they have done something wrong.
