well it seems GOG has been trying to get the game for awhile now but the problem lies with Activision. Also it seems Activision only have the distribution rights and not the IP rights which is owned by White Wolf if i am reading this right.

Oh yeah, both Bloodlines and Redemption which IS on GOG are based on the White Wolf table top RPG 'Vampire: The Masquerade' by White Wolf - licensed IP!

And Bloodlines was sold DRM-free on DotEmu for a while, a store very similar to GOG. At that time GOG didn't allow for higher price points than $10 on the regular though and DotEmu has regional pricing, so Activision sold VTM: Bloodlines for 20 EUR other there. But at some point it was removed from the shop. I think official word was just that the contract had run out and Activision was not renewing it. There was no mention of the game being taken down due to license issues with White Wolf. The fact that it's still sold on Steam also speaks against that theory. (Although in Germany they only sell a censored version on Steam; the version from DotEmu might have been uncensored.)

So at least from the outside it looks as if the pricing might be an issue, and maybe regional restrictions? Or they think it's not worth bothering with anything else but Steam, because they made less money than they hoped for on DotEmu?

The crazy thing being that the only thing censored was the decapitation in the intro (every other violent and gory detail throughout the game remaining untouched) and from what I've read this was the case for the whole European retail release. I have doubts that the censorship even had any effect on the USK rating.

If I recall correctly, I think the version I played still included it (or maybe I watched it on youtube?), in any case I remember that the animation looked more silly than gruesome. I wouldn't miss it, but I think it's stupid to remove it for any other than aethestical reasons. ;)
Incidentally there was going to be a game based on White Wolf's 'Werewolf: The Apocalypse' system too but the devs went under before it was finished :-(

If you were playing with the community patch applied the scene may have gotten restored through that one. And yeah, I agree. This may be the first time that I actually felt that censorship was not only acceptable but even good. The intro didn't feel edited at all and in fact hiding the decapitation and only playing the sound seemed like a very good creative decision (especially considering what the actual animation looked like). Oh well... let's just hope that little detail isn't the reason why Activision has issues with releasing the game in other places than Steam. :P
