The reason they're not with Atari any more could simply be that Atari is doing everything they can to get out of the publishing business. In fact, they don't even have a European publishing presence any longer, everything was taken over by Namco Bandai.

Not necessarily. First of all - many people (myself included) believe, that the first "leak", was perfectly intentional, and was supposed to interest potential publishers and create "buzz" around the title. The second one was probably true however, and wasn't meant for public.
The first "leak" had place in September. Then they kept announcing the announcement, and stating how important this project is. They last announced it at the beginning of March I think (that they will announce the game at the end of March :P).
And everyone already knows about it, so, for me at least, the rationality of this strategy is questionable.

I agree - there is no way we can find out the whole story behind it. I'm still somewhat surprised that in their current state Atari is still not here, but that may indicate that the parting was not a pleasant one.

Arkham came about the same time that the merging occurred - unlike Just Cause 2 ;).
I'm just saying that the merger itself shouldn't be seen as potential problem for Eidos titles to be published here (or anywhere else).
And after Activision nothing will surprise me.

Since today has been unofficially called Star Wars day (May the Fourth be with you), I predict the Lucasarts surprise with the release of X-Wing today and Tie Fighter on Thursday, followed by many more Lucasarts classics in the coming months.
