Since noone else seems inclined to do a simple check at MobyGames, I have done so. Really, hansschmucker, that was bad form ;-p
Anyway, that screenshot isn't on MobyGames it turns out, but there is one from the same location. It's LBA2, or in full, Little Big Adventure: Twinsen's Odyssey.

Ok, this one was released twice - first commercially, and then as a free game. These pictures are from the free version. As long as you get the main name right it's okay.
Edit: I'm going to bed now, so feel free to continue the game as long as you've provided proof that your guess is correct.

Is this one really that difficult? I'm surprised - it's a game that I love very much, and due to the free version being widely circulated, I always thought it was very popular.
If you need hints, I'll tell you that the name of the main character (the cute dragon) is the same as the name of the game, and this word is also a part of the developers' name. Also, it's a word that means something specific in a European language. It's not a PC game, but there was a spiritual sequel for the PC.
The game is a platformer with heavy puzzle elements and lots of innovative features, like platforms that you can control yourself. It's quite varied - every segment of every level is unique and features some interesting challenges. The final level is one of the most memorable I've ever experienced.

I think it's safe to say at this point, that noone here played this game but you. It looks pretty cool, but without more information, I don't stand a chance of finding it. It looks like it might be an Amiga game, but I can't find it on LemonAmiga, so I'll stop looking until more is revealed.
I don't know what that game is, but it looks like it would be fun on psychotropic drugs.
