Not exactly.

Looking in to this, the Russian Central Bank was the primary cause of the problems with Webmoney when they revoked the banking licence of KKB. This was done prior to the second illegal invasion of Ukraine in ten years (banking licence revoked on 11th February vs 24th February for the war).

Of course, if OP is a genuine new account (hard to verify) and actually based in Netherlands (hard to verify, seems unlikely), there are plenty of non-Russian payment options available, including PayPal and Credit Cards.
