Can I enter if I already have the base game?

Well I see HU on the restricted list so I'm more bothered by that than that you already have the base game.

Activation is not restricted. You can't buy this version in those countries, but you can activate in them. I have a western base game myself (languages are EFIGS) and it could be activated no problem even though I live in the eastern region (RHCP/Cenega) and therefore cannot buy the DLCs for it, because Steam only offers RHCP region DLCs and my base game is EFIGS.

I don't really understand the whole system to be honest, I'll just send the key to whomever wins. I added the information because someone warned me that Steamgifts frowns upon it or something?
Like I said, I don't really get it.
As for having the base game already (or even the entire game), I don't really care. If you're OK with it, I'm OK with it.
Personally I for example don't enter for GOTY editions if I'm missing one DLC, because I'd rather have someone else enjoy the game in that case. But if there is a lot of DLC I don't yet have and I really intend to play it, I'd still enter.
It's a subjective thing I think.

Yes, region info should be included in the description, at least with the five games mentioned in this post. Blame Bethesda and Gearbox, they love this shit.

Not entirely true. Depends on the game, where you bought it and/or what subscription is attached to said keys. Like I mentioned in the giveaway page, some New Vegas keys are indeed region free despite Bethesda's typical region restrictions, but that's not the case for this particular key from GamersGate.
