Wait a second: If I purchase all items in the sale I seem to pay for much more than needed: If I get the Deluxe Edition I obviously don't need the Base Edition and the Deluxe Upgrade Pack, is that correct?

Yes, Deluxe Edition contains everything that is in the other two.

Older Paradox games have a key on GOG (Hearts of Iron III for example). Have you checked your game library yet? It's on the game card under "More" -> "Serial Keys".
