There are quite a few good ones going for pocket change:
Master of Orion 1+2 - still one of the best space 4Xs out there.
Spelunky - a nice little rouge-lite/platformer
The Last Federation Collection - I was really suprised by this one, it's an interesting take on space strategy. The dlc is actually worth it in this case. The new game modes really do add something to it IMO.
X-Com: UFO Defense - this is one of the best squad based strategy games ever made, damn hard by today's standards though.
Age of Wonders - another classic strategy game in the vein of heroes of might and magic.
Majesty Gold - a very relaxing strategy/rts title.
Phantasmagoria 1 and/or 2 - if you're into FMV adventure games or B movie style horror.
Deadly Premonition: Director's Cut - I can't recommend this one enough. it handles like shit, but if you're into Twin Peaks at all it's an essential play.
All those should be low spec and are worth picking up if you don't have them already IMO.
