Problem is that Oceanhorn is more like a Zelda game than BotW is. BotW is nothing like any other Zelda games, this is both a good thing and a bad thing.

Indeed, and if it works you could even then buy a copy for the console you don't have in order to feel better.

I guess I'd have to go with Okami HD which was ported to PC rather recently. It's very much "Zelda-like", obviously more similar to previous Zelda games, but as far as I can tell it's still the closest you can get, apart from emulating Breath of the Wild. It's not nearly as sandboxy or emergent as Breath of the Wild but if you're looking for a sort of fairytale action adventure in a large world, that's pretty much it.

Be warned, though: Okami's first hour or two are pretty mediocre but it gets very different and really great once you get out of that first village.

I, on the other hand will triplicate the notion that Breath of the Wild, for better or worse, is a unicorn, even among it's own series.
Looking for Zelda like games.
I own, but some of these have scarcely played: Hyper Light Drifter, CrossCode, Mages of Mystralia & Moonlighter. What else is there?

And, of course, some of which are worse, or have other problems. In general, in games with user made content, the quality can vary; it helps to look at the description, and, of course, the reviews (if present), for modules to decide what to play.

Dunno. I haven't actually played Dink in quite a while.
Breath of the Wild is basically Zelda mixed with a PC RPG, so there's nothing else quite like it. There's several games on PC like Zelda in general, mentioned in this thread, but Breath of the Wild is pretty much its own thing. It's very good, but honestly the PC is drowning in games like it so I wouldn't feel some kind of deep loss if you can't play it.

There's a decent Wii U emulator out there that gets better every release, so if you buy the game itself I think you could play it on that.
Whatever you do; do not ever give Cornerstone: The Song of Tyrim the benefit of the doubt.
Eh, Breath of the Wild isn't very good either. Other Zeldas? Yes. (Emulate them...), but Breath is just a fully generic open world game with a lot of bad design decisions. If you've played any Bethesda game, you've already done Breath of the Wild better. [And Bethesda games aren't very good themselves.]
