Do I need some sort of dropbox to get the new CE?

Please point me in the right direction for this.

Not sure Im even looking in the right place.

I tried creating a Bioware account to access multi-player but it tells me i have to go back to the start menu and change cd-keys.

I also found a link here to manually change the cd-keys but i cannot get that to work. (I have found the cd keys but not sure how to apply them)

The GOG version of Neverwinter Nights 2 has a shortcut that can change the keys for you. Open the start menu, select the "Multiplayer Key Changer" shortcut and apply the three serial keys. (See images below)

Just to add to what Grargar said.
You get your serial keys by logging into GOG through your browser.
In your library, click on NWN2 > View Downloads > More> Serial Keys (See Attached Pic)
