JMich: By DLC you mean the free extra stuff, or the paid one? If the paid one, from what I recall, it is also compatible with the retail version, thus why one can buy it without owning the base game.

It's the free one, I got it just because I always get the freebies, I just thought it was kind of funny that they're giving away a pair of DLC as freebies.
The Hotline Miami one appears to be completely separate from the game and is more like a free goodie.
