Back to 2002-2005, I used to play a PC game(cd) with spaceships. Your spaceship could move on x axis on the bottom of the screen and enemies's spaceships was coming from the top of the screen. The standard ammo was like orange oval/circle bullets, but you could also upgrade to laser (with colours of rainbow). In the background you could hear a robotic voice talking every now and then.

Sounds like some "Spave Invaders" / "Galaxian" / "Galaga" clone.
There must be countless of these out there.
Especially ones that got distributed on demo/shareware CDs.

While it doesn't fit your description 100%...maybe "Warblade" (2003) is the game you're looking for?

It's a remake of the Amiga's "Deluxe Galaga" (1993), it features a shop to buy/upgrade stuff (https://youtu.be/53dkHXJeG_o?t=134) and it has a robotic voice in the background commenting every now and then.
