If I were to create a game and have it for free here, or anywhere, would i still pay fees?

If your new at making games or something, you might consider releasing it instead on newgrounds, as there's more than one game there whose sequel became a full priced release.

If on the other hand you've made a few games that are good enough to play long term, you might just go ahead and do that...

It's not at all easy for a developer to get a game sold at GOG, so the short answer is: you won't have your game here, so the question is irrelevant.

On Steam you need to pay $100 to get into Greenlight, and your game needs to get enough votes to get published
, On itch.io you can publish for free. I think that also on Indie Game Stand, and there are other places.
