I'm in the store trying to make my purchase of Phantom Liberty and it's saying "You can't buy some of the products,' and I do see at the top left "please not that you are required to own Cyberpunk 2077." Why would it be saying this if I already own the game on GOG Galaxy?

Obligatory "Have you checked (and double checked) that you own CP 2077 on the same account that you're trying to buy Phantom Liberty with? Please triple check."

Do you have the game at GOG store? As far as I know GOG galaxy can log in to several store (steam, epic, gog) and you will see all the games you have but that does not mean that you have the game at GOG. So if you do not have the game at GOG, you cannot buy the DLC here

According to your profile, you have one (GOG) game in your GOG account.

Which game is it? If it is not Cyberpunk, there's your answer.
