In main menu, while the cursor is default white arrow, mouse feels perfectly fine. However, after starting the game (cursor changes to styled brown) it feels uncomfortable, with some kind of input lag. I'm already using GitHub fix. I also tried different workarounds: toggle windows enhanced precision on/off, forced vsync on/off, different DPI, different desktop scaling options etc. - nothing seems to work. Just to make sure, I tried couple different games of the same era (AoE, Starcraft) and mouse there is also totally normal.

In the end I noticed that some kind of frameskipping might be the cause. For example, vehicles movement seems smooth, while pedestrians or the cursor movement itself look stuttery. This effect gets even worse with deleting GitHub fix, so I'm pretty sure this is the main issue with game engine rendering or whatever.

Any ideas on this issue?
