hey, sometimes when i try to order my men to shoot an enemy gang member, it immediately says "kill order failed" in the message box and the guys i am ordering will either run the other way or just run up to the targeted person, but wont attack them.


a group of enemies comes to my HQ to kill me, but my riflemen refuse to shoot them. they have no problem shooting other people, but for these guys they wont take their guns out.


is this a glitch? or is there some reason why i can shoot other enemies but not these ones?

If your hoods are outnumbered, they will usually refuse the kill order. They will say something like "oh-oh", and either run away, or completely bug out and get themselves killed. This has mostly happened to me when I have been trying to get my hoods to attack cops, while there have been squads of them around.

If your hoods were not outnumbered, then it is a glitch that I have never encountered before.

yeah my guys were outnumbered, but if they would have actually used their rifles they could have easily killed them :(
