I've been trying to figure out how to advance the story, so I looked online, and it told me to lure a mime to a motorcycle cop in the southeast section of the park. I see no motorcycle cop there! What do I do?

If there's no cop there then you haven't reached that section yet. Have you been to the police station and asked Office Frick all possible questions?
