I turned on virtual memory to "system managed" on the drive it was installed on.

That's it. None of the stuff in the "troubleshooting" guide on steam fixed it except that.

It is not a good idea to turn the pagefile completely off on any drive or partition, regardless of how much ram you have, imo.

You do not need to have pagefile on every partition - one pagefile per whole system is enough.
