A review says the "gameplay is real-time strategy" but the game is tagged as turn-based. Which is it?

It's "real time with pause".

As 01kipper says the game is 'Real-time with Pause' but it is worth mentioning that this game does allow you to issue orders (control RPCs) while paused. So it plays as close to 'turn-based' as any real time game can.
