The room that the silver key is supposed to be in is empty. This would be dungeon level 4 from the clue book. In fact all the rooms on this level have no encounters. Is this a bug? Do I need to re-load the game? I think you need bronze, silver and gold keys to progress in the game at some point.
I used to different saves to double check this issue.

Did you forget to get the Amulet of Eldamar? Without that item (found in the ruins of Old Verdigris), you can't find the keys.
