That is strange that numbers don't work. You are supposed to use 7 to move up and 1 to move down (doesn't have to be a numpad). I just downloaded the game and tested it, and those two keys work (not on a numpad).

I think you can also use Home and End keys (if you have them, I don't so I can't test it).

That's good that you can navigate the menu now. However, if your number keys continue to not work you may have some difficulties in combat, where the numbers can be used to move at diagonals.
