Unlike other classic D&D games Eye of the Beholder asks for a config each time when I launch it . Did I missing something or config file ? Hillsfar didn't remember config settings too but I don't see any files for it too in game directory . Maybe they designed work with this way .

No, you did not miss anything. That is the way it's supposed to work, if you start the exe.
