I'm level 34 or 35, built my stats around combat(small arms and energy wpns thru the roof, strength of 10, agility of like 12, luck sucks but other then that i have no issues until this battle), got the strongest energy rifle(that yk whatever) and a gauss rifle).

I tried to turn the turrets against him, but the computers elsewhere on the rig don't effect the ones where i fight harrigan, and there's no way to make it to the computer terminal in the area the fight takes place. I die too quick.

I actually usually end up dying too quickly to do anything, like at all. I've given this quite a few attempts now and there's been several times where i die before i can even make a move, harrigon and the turrets do me in. Otherwise i get a round or two in and that's it. He and the turrets are just too powerful. It seems i must have missed some crucial step needed to defeat him.

Any tips? I'm at a complete loss here. I thought you just had to turn those turrets against the insurgency protocol and they'd attack Frank, but it appears i somehow can't figure out how to make that happen. It's not as simple as merely logging onto a comp and doing it. My only guess, and at this point i'm just making wild guesses cuz this end sequence has me fuckin baffled and then some, is that i needed to mess around with those turrets and with that specific terminal long before destroying the reactor and engaging in the final battle? Is that the trick to this? did i do it all in the wrong order and now i'm fucked?

Any tips or strategies?
It's a tough fight, but you can recruit some troopers from the Enclave to help you during the fight, just before rushing back to him, use them to draw the fire while you shot Harrigan from afar. That and try to score criticals against him (liking shooting in the eyes/head).

My luck really hurts the critical chances, just so damn low.

Guess i'll just keep pluggin away at it, prob gonna come down to dumb luck winning out, which is sorta lame.

I figure there has to be some trick to it though, cuz ive heard of people doing speed runs where they go straight to san fran very early in the game. I don't see how a low level character could have a chance at all, if i'm struggling with my stats where they are.
You should be able to sneak to the terminal without Horrigan noticing you and starting dialogue. Is your game modded ?

As soon as i move close to the room the dialog starts and the fight is on.

I didn't bother to try the sneak skill cuz mine is so low, never put any points into it and past experience using it yielded no results, might as well have been moving normal.

There is a issue with Frank Harrigon if you installed the Killap's Unofficial Fallout 2 Patch , his resistance become absurdly highly. I remember had to bring many items which increased my party INT to be able to do enough damage.
Yeah i didn't do any mods/patches or anything.
Try walking around as low on the map as possible so you don't see him (and vice-versa).
If the turrets attack you as soon as they spot you it's too late. Try to take them out one by one before starting the real combat.


For Horrigan use drugs like jet and psycho to buff up before combat. Use aimed shots to increase your chance for critical hits. If you cripple an arm he can't use 2-handed weapons any more and if you cripple a leg he'll have trouble getting close to you, then aiming at the eyes will increase your damage output.

Just gave it another whirl and was able to slip right by and activiate the turrets. Killed him quick without taking a hit. That was odd. I swear i didn't move much different then my other attempts.

They mention the Mordino family being in power, i slaughtered every single one of them haha, there was no more Mordinos. The Wrights should have been in control, based on my gameplay decisions.. They als osaid i killed off the deathclaws of Vault 15, hogwash, the Enclave did and then i saved their leader in navarro, somehow i proved genocide is a viable option???!? The hell? haha. Pretty lame.

You should have installed Killap's patch ;)
If you can't take him on one-on-one, then there are things that can help you a lot. The first is to enlist the help of nearby enclave troopers (the small group before you arrive to the big room with Horrigan in it). With enough speech, you can convince them to help you fight him. Second, you can use the president's keycard to activate some sort of a "counter-insurgency" protocol using the computer terminal below Horrigan. If you do both of these things, then the fight will be really easy. If you do only one, it will still help a lot.
The easiest way is generally to have the pulse rifle and high level energy weapons skill and aim for his eyes while talking the enclave troops into helping attack, or turning on the turrets to keep him distracted while you largely bypass his armor. Actually doing both works pretty well, so do that.

The fight can be a lot easier as well with high sneak and a *lot* of super stimpacks. Apply them directly to Frank Horrigan, wait a bit for them to take off a decent chunk of his health, and then engage.

Wow, so it's possible to approach Frank without him starting dialogue (which results in him and turrets/troopers attacking you)?
How much sneak points are required?
Talking about strategies, when he starts using his melee weapon, I like to shoot at his legs and groin. That will make him fall on his knees, and he won't be able to attack you so frequently.

I never put any points towards sneak at all, zero. And i was able to sneak to the terminal and activate the turrets.

You can't lose with the turrets on.

Don't take the shortest path. Go near walls "south" and "west". Probably you need to do "short steps" - don't click on computer terminal but "click you way" near walls.
