How do I get down the elaevater shaft? I cannot find a rope anywhere.

I mean at the very beggining of the game. When you just leave Vault 13. The oversseer sends you to go find the water chip. Vault 15.

About in the middle between Vault 13 and Vault 15 you can see a circle on the travel map which marks a settlement. Just leave Vault 15, go to the overland travel map, click at this circle and you'll travel there. There you can find a rope and other things.

The 2nd rope in Shady Sands is somewhere in the garden (go east).
If I remember correctly you only need to bring 1 rope as you can find a 2nd in Vault 15 after going down the elevator.
I'm not sure though, so bring 2 to be sure.
Later on in the game you'll need another rope anyway.
