If I choose to go get the Water Chip 1st (so I don't run out of time) will I have the option of not immediately handing it over once I get back to 13 so that I can do the Water Thief quest? I realize that as soon as they have it the quest vanishes and well, if they automatically snag it from me as soon as I reenter the vault I want to make sure I don't have it on me.

Yes, you can.

Thief water quest only vanishes when you give the chip to the overseer, not when you arrived with it at
vault 13.

I know it was already answered but you can also hire a caravan to deliver water to your vault so you'll have more time.
