Ok, maybe I've overlooked something really obvious, but I've tried the manual and the "bible" for Fallout 2 and can't find specific instructions on how to reload your gun without going into the inventory. It says something about the ammo bar next to your active item button, which I see, and it says that reloading without going into your inventory is only 2 AP vs. the 4 AP it would be to open the inventory, but I'll be damned if I can figure out how to actually do it.
Right click on your gun in the status bar to change firing modes. Reload is one of them.

If you didn't know the right clicking feature yet, this will open your world to a whole new method of fighting... burst fire, single fire, limb targeting.... its alll gravy.
right-clicking is also very useful in your inventory. this may be seen as an exploit, but once you open up your inventory, you can perform any number of actions without spending extra APs during combat.
for example, lets say that you're low on ammo and health at the beginning of your turn. instead of right-clicking outside of your inventory to reload and use an equipped stimpack (spending 4 APs), you can spend the same number of APs opening your inventory. now you can reload and use as many stimpacks as you desire by right-clicking and holding on your stimpacks in the inventory screen to bring up the drop down menu. right-click and hold and select the hand icon to "use" the stimpack while in your inventory. and if you take the quick pockets perk, now you only have to spend 2 APs to perform what would cost 4 APs outside of the inventory screen.
