I've heard that the "official" releases are a bit buggy and that fan-made patches fix this.

Are the GoG versions of the Fallout games the fully patched ones?

No they aren't go over to No Mutants Allowed and grab the latest Team X patch for fallout 1 (You may need to install the semi-official 1.2, I'm not sure) and install Killap's RP for Fallout 2.

(There are sticky links, but some of those are quite old and outdated when newer versions exist.
