I'm currently using FOMM because I've read a lot of good things about it. However every time I load, it boots Steam (which I'm weaning away from) and that causes issues (slow loading, crashes, etc.). I'm only really running a single mod (JSawyer's original, not the re-vamp from another modder)., but I have to be sure it loads after all the DLCs. Is there something else I should be using that isn't going to try to load with Steam? Or, is there a way to get FOMM to stop trying to connect with Steam? Thanks!
Can't say anything about FOMM and if / how you could make it work.

But a viable alternative would be Nexus Mod Manager. I have currently 7 mods installed, all working and no Steam loading.

That's strange, I run FOMM on a non-Steam (but also non-GOG) version of FNV and it doesn't try to run Steam as far as I can tell. Of course I don't have any Steam clients/etc. loaded on my PC since I've never used it.

Is it actually FOMM doing this? So if you run without it, Steam doesn't try to load? Did you previously (ever) run F:NV with Steam in the past?
Did you have it installed via steam at some point? I did but recently got it through gog so I could support them and not have to have steam running. I use FOMM and before I even installed the gog version, I uninstalled steam. When I started FOMM it asked me to find where FNV was. I set it up for gog and it works fine. I don't need steam or even gog galaxy to be running when I play. Did you check where it was pointing to start the game? Are you running NVSE?
Not sure about Steam (never had it and never will) but I've been using the Nexus Mod Manager, which I heard was built using FOMM as a guide so they are very similar. I can run New Vegas and a few dozen mods with NVSE, the 4GB dll and fake full screen with no issues. So that may be an option. On the otherhand, if you are only using the one mod you can propably just use the launcher without any sort of mod manager. When you run the launcher there should be an option called Data, select that and it will show you all the ESMs and ESPs in your Data folder, just check the ones you want and then select Play. That's how we used to do it back in the early days of Morrowind modding and if you're only using a habdful of mods it should work just fine. As for load order, all ESM file will load first no matter what order they are in.
I use FOMM for load order but actually access the game using the standard launcher.
