I seem to be having trouble finding the power armor. Supposedly Michael can give the systolic motivator to me, if I ask him for it, but even though my character's intelligence is at 10, I don't have that option. I stole it from Rhombus' room, but when I try talking to Kyle, he keeps telling me that he's busy, so I can't give it to him. I've tried every walkthrough on GameFaqs, and have even watched a video of someone playing through the game, but I still can't find a way to get the power armor. Could someone tell me what my problem is? Is my repair skill too low (currently at 70%)? What am I doing wrong?

Not sure about that method I got mine from freeing the brotherhood of steel initate from the gang back in the hub. Hes in old town in the building just below the entrance to old town. If you enter the building you will get attacked by the gang, after killing them if you lockpick or blast open the door with explosives the initiate is inside that second room. The guy in the training room will then let you choose power armour as a reward from michael after you talk to him about that.
I think you need to repair it yourself by using the part on the broken power armor.
Getting the other power amror might require you to free the guy before you join and then ask for a power armor instead of a gun when when getting your reward for the glow mission.

In this game repairs take consistency and multiples attempts. I repaired the armor with a Repair status of 70%. Had to try at least 4 times before the armor got repaired.
Hi everyone, got the same problem - I can't take the power armor as reward for freeing the initiate in the HUB because of my bad karma (which is required according to http://fallout.wikia.com/wiki/Rescue_Initiate_from_the_Hub)

I can't obtain the instructional manual and thus, repair the armor (I got already 2 Systolic motivators, one from Michael and one stolen from Rhombus)

So how the heck I'm supposed to obtain this beloved peace of covering suit as a bad character?

Some suggest stealing from a "storage room", but I can't find any (this would result in fighting complete Brotherhood, which is kinda...meh).

There's no benefit in leaving them alive once you've gotten all the operations and science teaching. Give those arrogant bastards who don't deem you worthy of a power armor in spite of all you did for them what they deserve. They aren't as tough as they look, my too stupid to talk melee character killed them without too much trouble.

If you don't want to fight yet go to the Hub and buy and read dean's electronics books to raise your repair skill (you can get it up to 91 this way, if you need money go gambling) and try repairing again.

You might try using the motivator on the broken suit and see if you are able to fix it without getting the book, which is just a skill book I believe. Otherwise I'm afraid that the wholesale slaughter of the Brotherhood is the only other option so that you can steal the armor out of the storage room.
I'm having trouble finding documentation on the effects of reputation on Kyle's willingness to help you. Your link offered nothing, I'm afraid, and other sources on the same wiki didn't refer to a minimum karma.
Perhaps your Repair is below 75%? That wiki claims 75 is the minimum, not 70. As to the manual, it's just a Dean's Electronics, so don't worry too much about that.

I already raised my repair from 30 to 80 with those books and while I was around 30, the massage was like "you are not skilled enough to repair that", after ~50 I receive following "It seems to be missing a part that you cannot find". Money is not the problem, I stole almost everything in the world now and Ian carries tons of stuff.

it says:
Kyle may refuse to speak to you again after asking you to find a systolic motivator, saying only "Get lost. I'm busy." It is currently unknown whether this is a bug or not. It may be a reaction to a negative karmic level. If this happens, it becomes impossible to repair the power armor.
Although it's just a speculation, but makes sense to me.

page states 48 as minimal skill, but I think it's kinda randomly calculated for each character/playthrough,

Anyway, with 80% I should be far beyond any requirements.

I seem to recall I always got about 2 power armors at the same time.
They tell me to go to glow - I go to glow and not waste time and always chose power armor for reward. And then repaired the other one... and sold it. Energy weapons on the other hand are here and there and everywhere..

So guys, I finally managed to kill the whole Brotherhood. There is one note about the storage - you can't approach a lockpick attempt on that door without beeing involved in a fight... BUT, since the door is closed none will come out and fight with you. The bad thing with this - you can't use your lockpick skill while you're engaged in a combat.

Here is what helped me, maybe someone else will find it useful - equip an electrical lockpicker (not the manual one, this won't work) instead of a weapon or whatever you hold in one of your hands, enter (or be forced to enter) the combat mode and perform a lockpicking action with your electronical device on that door. With a LP skill of 50 I tried about 100 times without success, so I leveled up (Paladins around the Brotherhood are free exp, since they dont engage you, so you can steal their miniguns and they dont do any damage in meele fights) and put all 20 points into LP. With a total of 70 skillpoints it took me about 20 attempts, then the door was open.

You know what's the tragic irony of the whole story is? The storage contains 2 peaces of armor AND a repair manual, which I would've needed for a peaceful solution.

Weird, I was able to fix the armor with a repair skill of around 55-60. I saved my game before attempting to repair it, hoping for a good repair roll to eventually get it. I may have used a tool to help with the repair process. If you have a good enough speech and intelligence, you can talk to the guy in charge of handing out equipment and convince him to give you one for free. Take that down there and eventually you should be able to repair the armor.

Also freeing the initiate from The Hub gangsters is a pretty easy solution to getting some power armor.

I should mention I was using the Fallout Fixt compilation patch when playing, so maybe that's why I didn't have any issues while you did. The patch also allows companions to equip armor, so if you get more than one suit of power armor you can give one to either Ian, Katja, or Tycho. Preferably Ian or Katja since they can equip a powerfist with great effectiveness, and wearing power armor allows them to engage mutants or enemies with burst weapons without getting torn apart at point blank range.

Also when I was playing I had good karma, so maybe in your next playthrough you shouldn't be such a bad boy and you won't have this problem. :) If you don't have high enough karma for something, you've been likely doing bad stuff at that point in the game. Btw stealing from people (as long as you don't get caught) does NOT negatively effect your karma, at least in Fallout 1. By this I mean using the steal skill on an NPC and stealing something from their inventory. Taking something from a bookshelf that belongs to them will still result in them disliking your actions.

I'm pretty sure those problem were caused by bad karma (at least freeing the Initiate rewards you with a power armor only if you have good karma). Don't know for sure if Kyle says his "Get lost. I'm busy" without handing over the manual only if you have bad karma or this is a bug caused by some coincidence.

But well, I grew up with this game, playing it only as a good guy! Now, almost 15 years later I had to try out how it is to be a bad guy! ;-)
