IMHO, Sim Settlements 2 is a must if you want to play F4 and focus more on the joys of exploring the wastes instead of the doldrums of settlement setup / maintenance. (The prebuilds are a welcome addition as they allow for a quick-and-ready settlement with the ability to further customize it post-build.)

Starfield's settlement system seems to take the same system of the F4 settlement build but limit it to one building instead of an entire small town. Automating a system that requires that much micro-management can't be anything but recommended after the necessary patches have been installed.
