My game wont let me save. Everytime i stop playing i have to start from the same place, over and over.

Do you get a message that the game is saved? Did you check whether the saves are present in the save folder? You can find them in "Documents/My Games/FalloutNV/Saves".

It said the game saved, but when i go to login to it, there's no saved game. Also when i try to change my settings, a prompt apears saying "No saved game found, settings not saved.

Probably your antivirus is blocking access to save files. You should disable it. For Windows Defender follow these steps: https://support.microsoft.com/en-us/help/4046851/windows-10-allow-blocked-app-windows-security.
