Getting a runtime library error when running the New Vegas launcher and game EXE directly. 1.4.0.525 installer was used and all redistributable were installed. Tried running as Administrator with no change in error message. Trying to uninstall and reinstall some limited redistributables now...

For reference I'm running:
Windows 7 Home Premium w/ Service Pack 1 (64 bit)
Acer Aspire 4830T (Intel HD 3000)

I previously had run New Vegas on this laptop using a version of the game I no longer own.

I uninstalled all redistributables and uninstalled New Vegas. I also manually deleted any FalloutNV save/date folders I could find (2 or 3 total I believe). After reinstalling New Vegas, these are the installed redistributables:

2005 Redistributable (x86 ?) and (x64) Version 8.0.59193
2008 Redistributable (x86) and (x64) Version 9.0.30729.17
2012 Redistributable (x86) and (x64) Version 11.0.61030

See attached for output from [windbg] when trying to execute the NV launcher.

I suspect loading libraries from [WinSxs] folder is somehow causing a problem.

I installed the runtimes (that's a handy ALL in ONE package from [MajorGeeks]), and still the game wouldn't launch. I then installed the modified [d3d9.dll] file for Intel HD graphics in the NV base game directory. I also installed the "Fallout.ini" file in MyGames/FalloutNV. Games runs but launcher doesn't.

EDIT: As described in this post [https://reshade.me/forum/troubleshooting/432-solved-resident-evil-5-steamworks-crt-not-initialized-error] you also need to create a blank text file in the NV directory called [d3d9.txt]. I assume this is (only?) associated with the Intel HD bypass which involves the file [d3d9.dll]. After creating the text file both the NV launcher and game run.

Mate...I had uninstalled and re-installed NV, now followed with a new purchase install of Fallout 3 (for use with A Tale of Two Wastelands mod). Unbelievably, after retracing our steps NV wouldn't run again (had CRT not initialized error). Apparently manually creating "d3d9.txt" blank file in the base directory fixes the problem as described here [https://reshade.me/forum/troubleshooting/432-solved-resident-evil-5-steamworks-crt-not-initialized-error].

The launcher now works as well.
Posting to help any other poor Intel HD users... :-)

I have the same problem, Win 7, Intel i3-4130, GTX 670 , fresh NV install. Launcher and gasme not working, giving error R6030. Tried the package from this thread, d3d9 dll and txt, running as Admin - to no avail. Both executables still give the same error. Any other ideas?

Bump, I have the same problem also, but with a Radeon GPU, submitted a support request.
I'm experiencing the issue only just lately. I had FO3 and FNV both installed and running fine for some time, then uninstalled them to make space for Shadow Warrior 2. Now that I want to play FNV again, I installed it, and everything SEEMS to be okay.

Until I get to the part where the doc gives you a choice on whether to play in hardcore mode or not. As soon as I make a selection and the dialogue closes, the game freezes and I get a runtime library error. I tried making the blank "d3d9.txt" file in the base directory, but that didn't help at all. Any ideas?

I'm running on a MSI CX61 2QC laptop, using an nVidia GeForce 920M GPU chipset, under Windows 8.1.
