I want to leave this here for others who may struggle with these problems.
HQ Texture Pack DLC
If you have yet to 'buy' the free HQ Texture Pack DLC: DON'T! Its implementation into Galaxy is bugged. It will always attempt to install. That's 50GB it will try to install at every opportunity.
If you've bought it, apparently contacting support and asking them to remove it from your account will solve the problem.
Disabling DLCs for a vanilla run, not using mod managers
To do so you just have to go into your game folder => Data and remove the .esm for the DLC you want removed. The easiest way is to create a folder with name X ( '[DLC]' in my case ) and cut & paste the .esm you want disabled into it. Galaxy did not attempt to redownload these files in my case. I can now play a vanilla FO4 game just as Todd intended :)
(I hate Radiant Quests sending you to DLC locations)
