I tried doing a search for a solution to this but couldn't find much.

When I play FO2 the enemies seems to be "slowed down" somehow.

It's like they move at 30 FPS where they really should move at 60 FPS. I remember playing the game long ago where they moved at a "normal" speed.

I have that Restoration patch installed along with the sFall patch.

Have you checked your Combat Speed slider in the in-game Preferences Menu (upper right corner)?

It's usually not necessary to install Sfall separately as it is part of the Restoration Project. On the contrary, it could break some functionality depending when and which version is installed. I'd try a separate clean installation with only the Restoration Project applied. Copy-paste your saves there and check if combat runs better.

I only installed the Restoration patch so that should be no problem. Sorry for making it sound otherwise.
