I bought fallout 2 For my PC and when i run it starts fine and dandy until the title screen which goes well bad . PS. I CANNOT START THE GAME.

Try patching the game with one of the latest unofficial patches:

It comes in two versions, whether you like additional content or not.
Patch only: Killap's unofficial Fallout 2 patch
Patch + mod: Killap's Fallout 2 Restoration Project (includes Killap's unofficial Fallout 2 patch)
Install only one of them, install with administrator rights and make sure, that the user account for playing the game has full write access to the folder where you installed the game (preferably not into Program Files, as this folder is supervised by Win Vista (or later) and may deny write access while playing)
