Has anyone found any mods or patches for either Fallout 1 or 2 that will function with Windows 7?

The mods listed here for both work with my copies - but I have the originals on CD. I don't see why they wouldn't work on the GoG version.

Yea just install them as an administrator and you shouldn't have any problems with win7.
