Hi. I'm not totally sure where even to begin with this, so I'll try and sum up as best I can: any time I try to run Fallout 2, it absolutely will not move or run unless my volume bar is up. As in, it remains in a permanent freeze, like I've alt-tabbed out, until I alter my volume. I'm running it on Windows 11, on a Lenovo Legion laptop. I've trawled Google for fixes already, but as you can probably see from the preamble, I don't even really know how to phrase the problem, because it's the weirdest thing any game has ever done to me.

have you tried the unofficial patches?
I guess deal in no volume or volume slider but in overlays. And maybe while one prevent game window work proper another one with volume slider temporary fix it.

I have an asus laptop and had a similar issue turned out the game was using the intergrated gpu that comes with my ryzen processor rather then my dedicated gpu which is a RTX 3080 which would cause it to black screen or freeze on the interplay loog so I told windows to force it to use my 3080 instead of my intergrated and it worked fine.

that might be the cause of your problem.
