I have an unreliable and slow download connection. I have a few questions.
1) How big are FO1 and FO2.
2) Can I use a download manager of somekind, or does GOG provide a download app with resume-download functionality?

GOG.com provides a downloader. The Fallout set up is 505mb, Fallout 2 is 579mb.
Amazingly slick setup here. Kudos for filling a need very well.
I'm signed up, have FO1 purchased, and will be waiting for it to download for the next ~24 hours. Can't wait to play it again!

Okay, I came accross an issue. :=
I setup the GOG download manager, and it worked fine for about 38 MB. Then my connection got crappy (I'm in Northern Iraq right now). This happens.
Nows it's good again, but the GOG download manager shows -1 B progress, and won't restart -- it says initializing, then it pauses. I've tried restarting the app and my computer but no luck.
I also tried using another download manager (Flashget, but it doesn't seem to work either). My connection is pretty good right now about 5 - 8 KB/s.
Well, I deleted it from the queue and restarted; now it's fine. I lost 38 MB of progress. :=( Hopefully the d/l manager will stay working longer this time. It seems like it got horked on the download progress somehow.
Is there anyway to use a 3rd part d/l manager?
Last night, I d'l'd 101 MB. I paused the queue to do something. When I restarted, it showed -1 B and wouldn't restart again. Same problem as before.
The problem looks like it's pretty simple. If I shut down and restart the GOG d/l application, it is never capable of actually restarting a queue. That's... disapointing.

There are planned updates to the downloader coming, so don't give up hope. Otherwise I recommend sending an email to support. I'm sorry I wasn't clear enough, I don't actually have that much information on the downloader, but I have a ton of info on the GOG.com version of Fallout.
The GOG HTTP servers seem to support resuming. I was able to use regular HTTP to download my copies of Fallout 1 & 2, so perhaps that works for you as well.
