I recently started playing Fallout 2 and I don't know what the AC number on the action window does. Anyone care to help?

AC is your Armor Class, this is a measure of how hard you are to hit. The higher this number then the better chance you have of an enemy missing you. Basically, you subtract your AC from your opponents weapon skill. Changing your armor type affects this number, it also gets a bonus for unused AP at the end of your turn.
