I give this game 4 out of 5 stars mainly because of it's settings. Fallout was such a great game, it's wonderful to see more games that follow the same style of story telling, even if it is an attempt to breach a different category (i.e. the tactical strategy game).
As a tactical strategy game, it isn't the best one on the market. It plays relatively well, adopting the Fallout turn-based combat system into real time or turn-based, as the gamer feels is appropriate. It has one glaring problem though. The Action Points recover for everyone at the same time. So if you have a high Agility, in real time you get two shots off right away, then everyone's Action Points recover at the same time, so you get yoru third shot off at the same time that everyone else gets it. In turn based mode, you get two shots off during your turn, then again on the next turn, etc. So if you are playing real time, it's almost a waste to get high AG.
But where this game shines is the setting. It advances the general Fallout plotline very nicely. The NPCs and setting feel right. The storyline is good. And it's just fun to have more Fallout.
