When lowered the bridge and went top of the boat to open the gate it would not open. I tried to repair the files
and when i went back the bridge is back up and terminal won't give me the option to lower it. I tried the console
command tlc and went to the top of the boat and the gate still wont open. Any ideas guys.....

I had the same problem - you'll need to type the following console commands: resetquest 072964b9 => setstage 072964b9 10 (to teleport ferryman from the boat) => setstage 072964b9 20
The last one should allow you to lower the bridge with the terminal and press the button to open the gate. After that, things should work smoothly. Hope that helps!
