I have tried just about everything I can think of, anyone know?

From the boat go totally west until you are at the playground, there cross the river, go back on the other side of the houses. Inside the last house is a terminal to lower the crane. When you are gone up the crane there is a pole with a button on it to open the gate.

its actually easier and quicker if you go east,
there will be two rickety wooden "bridges" and you'll face some shrews

Seems to be a bug here. I cannot click on activating the generator. Also, if I go into the terminal, there are no options etc, it is just empty.
