It seems that you're using an outdated browser. Some things may not work as they should (or don't work at all).
We suggest you upgrade newer and better browser like: Chrome, Firefox, Internet Explorer or Opera

When I put the correct install directory and then click install I get the message below saying that the Plugins.txt has access denied. How would I give it access?

I found a work around. If you delete the SECOND file that is being referenced, the installer will complete. For me it was two files:

1. C:\Users\****\Documents\My Games\Fallout4\Fallout4.ini
2. C:\Users\****\Documents\My Games\Fallout4\Fallout4Prefs.ini

You can simply rename them with Fallout4_old.ini and Fallout4Prefs_old.ini so you can revert it to the original conditions if you have an issue, but that resolved it for me.
