Get some searching but nothing help.
As last hope can i skip quest via console command??

It's a default error with 1000's of reasons to why you got it. I will tell you of one such time I got this. I was at the syndicate's HQ, and it would constantly crash I started going towards the same location in different ways and nothing worked, but I started to uninstall things weapons, clothing, and that started to help. The biggest thing for me that was causing it to crash apparently was one article of clothing. That was the Vault 111 jumpsuit I found not only did I had to get it unequipped (stopped the frequency of the crashes from every 0.5 to 1 minute up to 5-6 minutes), but when I left the suit at a settlement then wore something else I no longer had the issue.
Try finding a trash bin, or something else to store your things then approach them it may work. Then after the event go back, and grab your things. This approach has helped more than half the time for me. Other than that I can only say copy the full crash report, and share it with their discord server so they can try to fix it.
