Nope not by design and I had the same problem till it got fixed by uninstalling FO4 itself and vortex mod manager (even if you're not using it on FO4) (but no need to uninstall or delete FOLON via GOG or otherwise) and doing a completely clean reinstall by following the directions mentioned in the quick start guide that's pinned here in the forum
and now it's working perfectly
