One Review of this game mentions that you must be online in order to agree to something. Can anyone else confirm if this is true?

Game is DRM free. You can run it without Galaxy, however it prevents you to access online features that need connexion to GoG.
EULA & Telemetry consent messages are independant to be online or not and does not rely on server.
