Sometimes I can have like 78 minions. All of a sudden I can only have 68. Then 58! Then 88! Back to 68! What else besides lockers affect this stat?

I believe the amount of minions willing to join your cause is proportional to your Notoriety.

You get "free" minion capacity for notority, (the higher the more free minions)
you can "buy" additional capacity with lockers.
