how do i make grass? ive got everything i need except grass!!! i dont want to make a desert base city

Grass is automatically added around the presence of water. Try making a river or lake :)

it only adds half a tile of grass Q~Q and then it vanishes once i remove water

Add some water, change climate (City Maps - Properties - Climate) to Arid, hit OK, change climate back to Temperate or Humid, hit OK, profit.

You should not remove the water: it has to stay to provide ground water for the grass.

The climate, as Gydion mentions, influences the amount of grass that a bit of water provides: arid = small amount of grass, temperate = medium amount of grass, humid = large amount of grass.
