Is there a way to modify the ability of the computer players to build/maintain units without resources? I get later in the game and the computer will declare war on me out the blue and attack me on Byzantium Secundus with a stack of 18 spies which is instant death. This is around turn 50.

Also, when I end up attacking one of the computer-player planets they have built about 100 cities all over the planet. I know if I tried that the whole planet would starve.
There are a lot of ways to modify the enemy AI via the files in the DAT folder. Just make sure you save the originals first, though you can always download them again from GOG

Perhaps the easiest is to adjust the PercentPlayerProductive row in PlayerTable.dat

Take a look at the other DAT files as well. The goal is to let players enjoy the game in exactly the way they like
