So, is this similar to AC, in that the lower the score, the better the accuracy?

I have Flamberge which is a 1 Accuracy and Killer which is a 4. Also, I have the Mill Hammer equipped on my Brawler and that weapon is a -3 Accuracy.

No. Unlike AC, the higher Hit Accuracy - the better.
